Why this exact phrasing
The wording is not vagueness or hedging. It describes the mechanical function the tissue performed in the donor — cushioning and structurally supporting the umbilical vessels — and therefore the function for which it may be used homologously.
Stay within that description and the product remains within Section 361. Exceed it and the product is being marketed for a non-homologous use.
What it excludes
It does not mean regenerating cartilage. It does not mean reversing osteoarthritis. It does not mean healing a tear, treating a disease, or producing a systemic effect.
